Poll Contestants' Educational Qualification

One of the point in PAT’s charter of demand before election 2002 presented on December 24, 2001 to the Government of Pakistan was that graduation must be the minimum educational qualification for the candidates of national and provincial assemblies. As on January 16, 2002, National Reconstruction Bureau (NRB) Chairman Lt-Gen Tanvir Hussain Naqvi (retired) said at a press conference that only educated persons, with the minimum qualification of graduation, would be able to contest the polls.

Educational qualification for poll contestants in Election 2002 of national and provincial assemblies will affect more than five hundred fifty ex-federal and ex-provincial ministers and Ex-MPAs & Ex-MNAs, who will be disqualified based on their educational level.

Facts and Figures

572 members of national and provincial assemblies in 1985, 1988, 1990, 1993 and 1997 had an educational level less than graduation.

79 ex-ministers and members of assemblies are already disqualified by NAB due to corruption charges

Majority of rural areas members of assemblies from Punjab, NWFP, Baluchistan and Sindh were under matric.

In 1997 election
92 out of 248 members were graduate.
42 out of 115 MNAs were FA only
52 out of 100 MPAs from Sindh assembly were B.A or M.A
14 out of 42 MPAs from Baluchistan assembly were literate
23 out of 83 MPAs from NWFP assembly were B.A or M.A.
Majority of Ulma (religious scholar ) who been educated from madrisas (religious schools) will also be affected.
